Can I submit someone else's stream as coverage?

I was on a stream with a friend for a game he and I had to do coverage on and I wasn't able to stream/record at the time so I was curious if I could submit their stream as coverage.

Hi Okurii,

Unfortunately, we are currently only able to record and count streams that are on your account. Sorry :(
